Is there any colleges in ocho rios or st.ann?

i want to study art&design FOUNDATION. foundation is higher than a Alevel but lower than a 2year degree. So i am wondering if theres any colleges than offer this course? also is it free? lol its suppose to be. i looked online to see if theres any university or colleges that offer this in ocho rios but its only in kingston, port antonio,mona and mobay. Also i am from england. black british.
